IIT-Kharagpur kept aside illegal quota for staff [ 88 Students through the secret quota between 1998 and 2005 ]
The Indian Institute of Technology, Kharagpur was secretly — and illegally — keeping aside a discretionary admission quota for children of its teachers and staff for over four decades, admitting dozens of students to seats they failed to secure through the IIT-Joint Entrance Examination.
Documents accessed by HT using the RTI Act show the country’s oldest IIT — started in 1951 — blocked 25 per cent of its seats in popular five-year integrated science courses (up to M.Sc level) for handpicked nominees, even as students from the rest of India had to clear the IIT-JEE for admission.
IIT wards merely needed 60 per cent marks in their Class XII Board examination and should have appeared in the IIT-JEE to be eligible for the quota seats, doled out at the institute director’s discretion.
Between 2003 and 2005, those who got in through this illegal quota didn’t even need to appear for the entrance exam.
The secret quota was suspended in 2005, the year the RTI Act was launched, and was abandoned in 2006 under pressure from the Joint Admission Board of all IITs, which organises entrance examination.

NTSE
Identification of talent comprises a three-stage selection process. While the individual state or union territory conducts the first stage selection, the second stage selection at the national level is carried out by the NCERT, usually on the second Sunday of May. This is followed by the interview of the selected 1500-1600 students.

According to NTSE 2009 final results, the cut-off marks for general category stood at 155/225 (200 for written test+25 for interview), for SC-122/225, for ST-118/225 and for PC/disabled-72/225.
The students who qualify all the stages of NTSE successfully are eligible for scholarship. The amount of scholarship has been enhanced to Rs. 500/- per month for all the students studying in Class VIII onwards except for Ph.D., wherein it is paid according to UGC norms. The older system of book grant has been removed. The criterion of parental income for deciding payment of scholarship has also been discontinued.

Before 2006, all students studying in Class X in any type of recognized school were eligible to appear at the state level examination from the state in which the school is located. The state could impose any other eligibility condition for appearing in the screening examination like any qualifying percentage of marks in the previous annual examination, etc. But from 2006 onwards, a separate examination for Class VIII has started. More than 1,50,000 students appear for the screening examination of the NTSE every year.From 2008-2009 National Talent Search examination will be held only for class VIII

Candidates acquiring more than the required percentage in the state level examination and within a specified number of top ranks (state quota) are eligible to appear for the national level examination. NCERT conducts the National Level NTS each year in the 2nd week of May for about 3000 candidates. TIPS FOR BATSAT
Keep it simple
As you are required to solve 150 questions in 180 minutes, the difficulty of questions is kept low & they are framed so as to be solved quickly. Speed and accuracy both hold important. I suggest you to be at ease, relax, keep confident and work at your natural speed. A conscious effort to increase speed may lead to a poor accuracy. Also, DON’T KEEP YOUR EYES FIXED ON THE WATCH, it will only create panic.
About the questions

As far as individual subjects are concerned – in PCM, the questions are mostly straight forward and directly formula based. All you have to take into consideration is you should never start attempting a question blindly, go for it only if you are sure that you can do that particular question (the same rule that holds validity for your JEE too). For English there is no short cut. At most, you can cover it up by scoring in other sections. In chemistry, either you’ll directly know the answer, or the question seems to have been dropped from an alien world (especially with inorganic). This might happen if questions are framed from old Chemistry NCERT as the BITSAT question bank hasn’t changed much with the change in CBSE syllabi (at least not in 2008). I believe you should not panic seeing such questions because if they are out-of-syllabi for you, it’s the same for others as well, so it’s not just you who can’t answer such questions.
Still if you want to know if such questions have been removed or not, try the following:

Last year seats were blocked by the higher rankers due to which multiple rounds happened in AIEEE counseling as there was no risk of money or allotted seat to participate in newer rounds of counseling. So this time AIEEE committee has made some changes in the procedure. Major changes:- The students who have not been allotted any seat by the 3rd round will participate for 4th round.
- If a student who has already been allotted a seat in any institute wants to participate in the 4th round of counseling he will have to give up his seat that he has been allotted by the 3rd round of counseling.
- If a student does not want to give up he can only participate for the branch up gradation in the institute where he has been allotted a seat only in the 4th round.
Let us analyze HOW???
Participating students in the 4th round of counseling:Type1: Those who have not been allotted any seat (majority will be of lower rankers)
Type 2: Those who take risk of their allotted seat (again majority will be of lower rankers, very few students who have good options will participate)
Type 3: Those who apply for branch up gradation (almost everyone else-if interested)
Case 1:
Now suppose some seats in CSE/ECE etc gets vacant at NIT Trichy for the 4th round and similarly in other top NITs who have the students with highest ranks, these seats will definitely be grabbed by the Type 3 students (mostly) this will create lapsed seats in the lower branches of top NITs.But now who has the chance to get these lapsed seats, Type 1 and Type 2 students who are mainly students with low ranks. So finally we will see lower rankers has entered top NITs and good rankers in other NITs could not grab top NITs seats as they can only upgrade within the allotted institute.

Disbursement of Scholarships
1.All scholarships will be given in instalments covering a period of six months at a time, irrespective of the amount involved. For courses of 9 months duration, the scholarship shall be given in a single consolidated instalment.
2.In case the candidate has appeared in an examination during that period and the result has been announced, the result of examination shall be conveyed by the Principal in his progress report.
3.In case the result has not been announced, the instalment shall not be released till such announcement. If the student fails in an examination or is unable to appear in it, the payment of further scholarship shall be suspended till he passes the examination.
4.The scholarship amount should be disbursed through electronic transfer to the bank account of the student if possible, otherwise through crossed A/c.Payee cheque or DD giving the name of student in full.The cheque shall be sent directly to the student.The Foundation should open a bank account in the State Bank of India.The students may be given the option of opening their account with HDFC,SBI or Canara Bank.They should intimate the details of the account opened to the Foundation office.
5.In case of electronic transfer, intimation should be sent by postcard to the students.An intimation about sending of the amount to the student shall be sent to the Principal / head through email or by a letter.
6.The scholarship shall not be denied merely because he has availed himself of a bank loan for his studies.
7.If a student leaves the educational institution, it shall be his duty and the duty of the Principal / Head to give an intimation to the Foundation.
8.In the case of ITI students, if they are allowed by the institute to leave the course in the middle and rejoin it after some interval, the due amount of scholarship shall be given at the time of resumption of the course, but not for the intermediate period of absence.

The "Kishore Vaigyanik Protsahan Yojana" is an ongoing program started by the Department of Science and Technology, Government of India, to encourage students of Basic Sciences, Engineering and Medicine to take up research careers in these areas. The aim of the program is to identify and encourage talented students with aptitude for research.
This program strives to assist the students to realise their potential and to ensure that the best scientific talent is tapped for research and development in the country. Generous scholarships will be provided (up to the pre-Ph.D. level) to the selected students.
In addition, summer programs for the KVPY Fellows are organised in prestigious research and educational institutions in the country.
The KVPY is funded by the Department of Science and Technology (DST), Government of India. The program is administered by the Indian Institute of Science (IISc, Bangalore), through the overall control of the Chief Executive (SID). The selection of students from those who are studying +1, +2, any U.G. Program including First/Second year Engineering/Medicine are carried out by IISc (Bangalore), IIT-Bombay (Mumbai), and ICMR (New Delhi), respectively, in association with two Zonal Centres one at Kolkata (Indian Institute of Science Education Research, Kolkata) and another at Mumbai (HBCSE, TIFR). There are special groups or committees set up at IISc, IIT and ICMR which screen the applications, conduct interviews at various centres, make the final selection and attend to follow-up matters.
The Department of Science and Technology - the nodal agency of the Government has entrusted the overall responsibility for organising the scheme to the Indian Institute of Science, Bangalore and set up a National Advisory Committee (NAC) for overseeing its implementation. This has been started in order to recognize and encourage creative and innovative talent of youngsters. The project carried out as part of this application should be based on novel and innovative ideas. The project can be experimental or theoretical in nature. However, the project must show that the applicant is creative and adventurous, and ready to explore. The project should not merely reflect use of certain techniques or reporting of routine experimentation improvement of an existing product or a technique may be accepted provided such improvement involves original ideas and creativity. One may try to incorporate some addition to the design or practical implementation that improves an existing technique. The main criteria that would be followed for selection for the interview would be originality and innovation. Only after these criteria are met, the level of sophistication and the nature of the project would be taken into consideration.

Note for Students applying for Stream SP (Basic Sciences)
This has been started in order to recognize and encourage creative and innovative talent of youngsters. The project carried out as part of this application should be based on novel and innovative ideas. The project can be experimental or theoretical in nature. However, the project must show that the applicant is creative and adventurous, and ready to explore. The project should not merely reflect use of certain techniques or reporting of routine experimentation improvement of an existing product or a technique may be accepted provided such improvement involves original ideas and creativity. One may try to incorporate some addition to the design or practical implementation that improves an existing technique. The main criteria that would be followed for selection for the interview would be originality and innovation. Only after these criteria are met, the level of sophistication and the nature of the project would be taken into consideration.

KVPY application requires the report of a project, chosen and executed by the applicant and supervised by a teacher/professional in the relevant field, to be submitted along with the application. Based on the project submitted and scrutiny of application forms, short listed candidates will be called for an interview, which is the final stage of the selection procedure. The interview will be conducted at IISc., Bangalore. Application without the Bio-Medical project report will not be considered.
The project should not be a routine one (such as measuring well known property of materials etc.). Applicant's creativity and originality should be amply reflected in the project. The supervising teacher/professional is required to provide two recommendation letters on the form (supplied along with the application form) certifying the extent of the applicant's original contribution to the project.

CHOICE FILLING GUIDELINES AND FREQUENTLY ASKED QUESTIONS (FAQ) ABOUT FIFTH ROUND
Who can participate in the fifth round?
Those registered candidates who have not got any seat till fourth round or those who surrendered a seat after the third round and did not get any seat in the fourth round are eligible for fifth round.
I have surrendered a seat for fourth round but did not get any seat, can I participate in fifth round?
Yes, you can participate in fifth round, if you have not withdrawn/claimed refund. You should fill the fresh choices judiciously. You will be considered for seat allotment in the fifth round as per your fresh choices. Seat allotment will be done based on your fresh choices only.
I have not got any seat during the first four rounds. How can I participate in the fifth round?
Your choices will be automatically unlocked from July 29, 2010. Your earlier choices are deleted. You must fill fresh choices again and lock them before August 1, 2010, 5.00 PM. Seat allotment will be done based on your fresh choices only.
Will my old choices be considered for fifth round?
No. All your old choices which you had filled before fourth round will be deleted. You shall fill new choices afresh for fifth round. If you do not fill fresh choices, then, you will not get any seat allotment in the fifth round.
